Despite the government encouraging open source instead of proprietary technology for government applications, the true potential of Free and Open Source Software (FOSS) and digital platforms remains unrealized. Discuss. (Answer in 150 words)

Free and Open Source Software are tools which are available to the citizen for free modification and application of software as for the needs of the user.

(A) - Android is FOSS.

Government encouraging FOSS:- 1. Government intends to make the application global available for all. 2. It will lead to transparency. 3. Use in participative governance. 4. Its utilise, Government decided to make open data of CST (Cyclical Mapping). But there potential is unrealised:

will as G2B interactions of government. 2. Government-to-government - portals like Bhagwan (Karnataka), PRAGATI etc can be made open source and it can be shared with all departments. 3. Government-to-Business:- portals like TGSN portal income tax portal, it can be demarcated so that there is lease of dealing with there. 4. Government-to-citizen:- various portals can be digitised, disseminated:- (a) Current - citizens can know the functioning of portal for information determination. (b) Localized - in Uttas Pradesh, it can share web data with citizens. But caution - data privacy to be protected. (2) Need to ensure cyber attack, attack on critical infrastructure, it is not there. This needs to be strengthen by Open Data framework of government.
