Quest for quality & employability has called for private sector participation in higher education. Necessity: (1) Withdrawal of State from social welfare sector. (2) Increasing accessibility & enrollment sale/ ~24/. current -37/globally) (3) Linkage to industry to create employment opportunities (~45% employability currently) (4) Lack of accredited quality institutions especially at State level (cater to 50% of student. Issues: (1) Exclusion/ vulnerable section like girls, SC, ST due high cost (2) Pvt sector operates as 'trust' & engages in money laundering (3) Poor regulation (centralised) case of corruption in UACIATED decrease oversight (4) Linguistic & cultural barriers, as most education in English
Redressal of NEP 2020 provides for Higher Education Fundy Agency & Higher Education Commission. Others must respects pvt sector. Building on PPP models than complete privatisation. (2) Increase public investment to continue suppose women, SC/ST & increase to 50% of GDP). Higher tier must be higher education goal.
