Article 246 of Constitution contains Seventh Schedule which divides the legislative powers of subjects in 3 lists: -

Union list (7th ScheduleConcurrent list (52 subjects), State list (82 subjects)

Time has come to revisit 7th schedule:-

1. [Centralization] - is seen by the Centre due to make subjects in Union list for lessening the concurrent list. For [Enshrainment] of power of State is seen by legislation on concurrent list.

2. [Encroachment] - of power of State is seen by legislation on concurrent list (e.g) subjects like education, forests etc.

Power used by Centre to legislate on [State list] in extraordinary situations.

3. During COVID-19 Centre gave directions On [Health] which was a State subject by Centre districts [Shortage of powers].

4. [Districts] [Federal balance] - essence of more subject in Union list concurrent list we see by Centre districts [Shortage of powers].

5. [Recently] [15th Finance Commission] also called for revisiting Seventh Schedule.

1. [Pushes] [Federal] others as states can legislate on [state and concurrent list [Ensure [Flexibility] in Constitution.

2. Ensure [Flexibility] in Constitution.
