What is the difference between 'coming together federations' and 'holding together federations' with examples.

Article 4 of one Constitution defines India as a Union of states which means two things:
1Indian states are not joined by an agreement.
2No state has the power to secede from the Union.
Therefore, US is an example of 'holding together federations.'
On the other hand, coming together federations is one which is practiced in United States of America. These 50 states become together to form a federation after American Revolution (1 STAT 1975).
Major differences between the two are:-
1Level of autonomy is different - American states have greater autonomy
