Governors play a triple role of Head of State, Agent of Centre, Link between Centre & State and are a ceremonial office & several years. Overstep Constitutional Role: (i) Arbitrary Invocation of Article 356: to dismisses popularly elected state govt. Eg: Bihar (2005). (ii) Over-Reach: & powers of de jure head. Eg: Not summoning CM for reason. (iii) Obstruction in Governance: by Jitrey on passed bills & not assenting or rejecting a per Art. 200. Eg: Raj, Kerala recall

Trent Deficit: due to vast powers but no responsibility. Eg: TN Governor arbitrarily tensed Ministers. Hooper Development: Due to tweeted hindrance to work. Eg: Not clearing parle flies Fail to Act Effectively When Needed. Genuine Need of Art. 356: Not invoked due to party politics. Eg: Manipur. Delay Bill: by not assenting for years, then referred to President. Scope Appointments: Not made to state interviews as they are chancellor ex-officio. Development of tribal Areas: Under Art. 244 1/10 Schedule VII hampered due to opacity & lack of Will. Vasti Man: is usually part at Centre & don't generally act independently. Violate Parliamentary Norms: Eg: TN Minister not ready, Governs address. Debidue: Full independence to Governs (Surbena Commission). No arbitrariness: & equity of tenure (BP Singhal Case). Decide on bills expediently (Panditi Commission). Work with states for good governance (NCEDC)
