Discuss the necessity and potential issues surrounding the extension of the Border Security Force's (BSF) territorial jurisdiction in states adjacent to Pakistan and Bangladesh.

Border Security Force is one of the central Armed Police Force under Ministry of Home Affairs responsible for securing the border with Pakistan and Bangladesh. The central government has increased the jurisdiction of the forces to cover 50KM area from the border in Indian territory in states of legal and West Bengal. Necessity of such action: Increased instances of terrorist infiltration along Pak Border. Use of drones for arms and drugs smuggling in border villages. Illegal immigration of refugees and others along the borders. Improve the operational capabilities of Police forces (CAPF). Reduce the incidences of violence and maintain internal security.

Potential issues in this: Overlapping jurisdiction of state police and CAPF (CSF). State owns police as a state subject - state CAPF in the jurisdiction of state. Lack of coordination among central and state forces reason lacking the charge as per experts. Fact incidences of human rights issues and some corruption by the CAPF not resolved. These could increase due to increased jurisdiction. Way forward: Improve the coordination between police forces of state and center. Usage of intelligence agencies to counter threats. Integrated comprehensive Border Management system (IBMS). Technological up gradation of the forces. Infiltration and smuggling pose major internal security threats. Upgrading the CAPF role will help to counter threats to some extent.
