Scope:
1Allows for the President to consult the Supreme Court in 3 circumstances:
a) Question of pre-constitutional treaty
b) On substantial question of law or constitutionality
2In case of pre-constitutional law, SC must provide its advise, while in 2nd case it may refer.
3The advise is NOT binding upon the President.
Significance:
