In order to pass the ultimate test of good governance, welfare state should be close to the people, responsive to their aspirations, and inclusive in its approach. Discuss with special reference to PM PVTG Development Mission.

Act 38 of Indian Constitution directs states to ensure policies so as to achieve the goal of welfare state.
Passing test of good governance:
(A) Close to people
(B) Responsive to their aspiration
(i) Avoid one size fit all approach; e.g. PM PVTG mission calls for customized block wise funding
(ii) Need and data based powers. e.g. The new PVTG Mission calls for efficiency budgeting/outcome based budgeting
(C) Inclusive in approach
(i) Gandhian talisman in applying policies; e.g. 46 PVTG's in India very primitive and new mission for their development
(ii) In line with PVTG 'Inclusive growth': PVTGs are over 1.5 pre-agricultural people and need handholding for which new mission step in right direction
Conclusion
Thus, to achieve SDG1 and SDG2, need of the hour is effective 'collaborative approach' to transform to 'Healthy India'
