Max Weber gave Bureaucracy as most efficient form of administrative system in legal rational system of Authority.

Although, bureaucracies also a reflective function having been a point of debate since its inception.

Berthinus law criticises it for being req aslive & not proactive, this brings down bureaucracies ability to exult & implement rules.

Sevral examples like curative & hot preventive disaster management in India are testament to this argument. Also, Bureaucracy are considered at more means rule ordered rather than client welfare oriented.

On other hand, features of Bureauc racy such as -

rational
merit based recruitment
impersonality, etc

are important in democracies, where political executive is present. Bureaucracy brings stability & time gives chances to inculcate to grido & overall economic development of country.

Hence, bureaucracy needs to be trained in order to be more proactive in approach. Mission Kamma Yogi in India aimes at the sole board proactiveness in Administration.

Overall, bureaucracy needs reform, not replacement, this is also accepted by post-NPM models like Neo-Weberian state, etc
