CPA emerged as a forte in study of PA in 1950s onwards, and has been popularised via works of like FW Riggs & Ferrel Heady.
Scholars used various tools to study comparative PA, such as -
1Bureaucratic approach - comparing the bureaucratic structures in different countries, structure, hierarchy, etc
2Mineral Crozier in France Administration
2Behavioral approach: comparing motivation, leadership, etc of personnel
3Systems approach - analysis administration as part of system where other part is environment.
4Ecological: FW Riggs followed this & compared ecology (political, cultural, economical) of administration
5Structural-functional approach of Isbell Parson, where administration is a structure & functions of it are compared
6Development based approach - focus on which administrative system brings development in country & later influenced development admin
Different approaches enriched the study of CPA but also inhibited it to be a paradigm in PA, because it was unclear of fool/approach to study adminis tration. Dahl criticised CPA on the point.
