NCSC is setup as a constitutional body under [Article 338]. It was earlier a single member office but [89th CAAt] made it multimember body.

i) mandate of investigating, sporting on the plight of SCs done as it has complied data and submitted report to president.

ii)=Taken suo-motu cognisance of various cases [to Rajasthan government was called upon on case of death of SC boy [to Burning of SC women in Delhi]

ii) Appointment under government control so become a 'settlement chamber'

iii) Only take cognisance and does not act on it [to Harma case it was criticised.

[Way forward]

i) 2nd BRC suggest merging of way commission into single one for better ambit

ii) Use inhouse council / Parliamentary committee for appointment.

iii) Give more budgetary power, engage civil society.
