3Punishment (or growth) - CSS cess expenditure of states (as reduced fiscal innovation)
4Growing expenditure of states (8) Punjab with highest debt).
5Kerala fund deficit.
6Growing expenditure of states (8) Panjab with highest debt).
6Fed nature of funds in CSS - reduces fiscal innovation.
6CST cess compensation - delayed and to be removed.
Developed states scarify much without incentives.
Corrective measures:
1Renew the formula - to incentivise growth in states.
2Inclusion of states in Local Committe (A-280) - for greater say in governance.
3Cap on state revenue expenditure (to reduce debt/prefers).
4Flexible grants and aids to states in need.
As suggested by 3rd RFC - Fiscal devolution need attend upto arteries to prevent high DP at centre.
