The "my terrorist" v/s "your terrorist" refers to proxy war tendencies of world countries against each other through use of non-state actors for terrorism - ISIS.

1Use of Hezbollah by Lebanon against Israel
2Proxy wars by USA with Iran
3Afghanistan's quota causing out Bomb attack in Pakistan's Khyber

Strategies for unified, comprehensive, rules-based approach:

1Clear definition of terrorism - not yet consented
2Ratification of convention against terrorism by all parties
3Stringent measure against suffering countries - Eg PAFT using listing
4Collaboration in escalation against individual terrorism - Eg UNSC 1267 resolution should be passed
5Joint effort against terrorists - Eg ceasefire funding through stopping money laundering
6Wide definition of terrorism = include use of bio-weapons, suicide attacks, etc.
7Disarmament to prevent multilateral precision to countries against Pakistan's Balagan attack.

Terrorism has no religion and no border, it is a menace and should be aidless through prolonged multilateral approach.
