India's higher education sector has suffered from underperformance as evident from lack of Indian institutions in top 200 in QS Ranking system. Upon this Institution of Eminence Scheme was launched.

Focused attention on top 10 institutes well lead to holistic performance.
Increased funding led to better research infrastructure & facilities of labs.
Increased autonomy in course selection; hiring faculty will boost merit and efficiency by reducing political tag.
Attract best talent of pure academics industry as faculties due to eminence of teaching.
It's been drain of Indian students and attract foreign university students.

However, IoE in itself is not enough.
