'The price good men pay for indifference to public affairs is to be ruled by evil men.'

Society is a complex intermix of both good and bad people. Evil men are those who are guided by [illegible] motives while good men are those who are guided by ethical motives.

The disquilibrium or the role of evil men begins when the force of good men remain silent.

When the good men pay indifference to public affairs, they are taken out of equation of the society. Their indifference also acts as a passive conformity towards the actions of evil men. As if they agree to their in silence.

For ex: Catastrophe of anti-Semitism engulfed Germany not because of Nazim of hitler, rather because of million of citizens of germany who remained as silent spectators.

The indifference provides an opportunity for evil men to further propagate their vested interest without facing any challenge. They make it easy for them to wield influence the (ambiguously) citizenary.

Only when every individual a single right (ethically) man stands against such oppression & dispression of evil men does the transphormation or the resolution of the society begin.

Therefore, it's imperative for every human being to not just avoid inactivity from doing wrong but also to stand up for what is right.
