Public service requires legal and morally principled action. Public service requires the public servant to place loyalty to the constitution, laws, and ethical principles. Among the three, which must acquire primacy while carrying out official functions? Why? Discuss.

It might be ideal for public servant to maintain balanced loyalty towards all three sources. But for all practical purposes, it is where to show primary loyalty to Constitution.

Constitution as primary loyalty:

a) Static & static dynamic

b) Incomplete by nature

c) Interpretation of law can vary

d) can only prefixable 'moral minima'

e) need to be applied by external authority

a) Ethical principle are unwritten or unjustified

b) Not [illegible]

c) Can vary along society like rural urban, etc.

However, a country is never strong because it has great legislation laws, rather it has people with good character. Therefore, character based on Indian Constitution is the way ahead
