Article 244 A provides for the 6th schedule application in the North-eastern state of Assam, Tripura, Meghalaya and Mizoram.

Main Body

Role of 6th schedule: (A) Development 1) Allows for the application of central and state rules, while being subject to governor's modifications. 2) Ensures political autonomy and stakeholder involvement in development of 6th schedule areas. Eg: Autonomous district council have legislative, executive and judicial powers. 3) Devolution of power ensures conjure in utilisation and bridging of isolation gap. 4) Nature-based, sustainable development due to democratised decision making.

(B) Preservation of local governance & cultural practices 1) Right over minor forest produce, community forests, water resources etc. 2) Autonomous district councils have elected and nominated members ⇒ adequate representation and autonomy for local governance. 3) Preservation of religion, customs, language etc. ⇒ Non-imposition of mainstream culture despite the benefits, on schedule can lead to secessionist and sub-regional demands. Nevertheless, the modeling of governance systems on principle of subsidiarity, add to the indispensability of 6th schedule.
