Social legislations [are] instrumental in changing the traditional norms.

Traditions impeding change:

(i) changes are seen as a threat to cultural practices. eg) Akbarham temple doesn't allow carrying mobile phones.

(ii) they are rigid in nature. eg) familial structure

(iii) they are mostly preserved by the elders who are resistant to changes eg) acceptance of digital technology

There reasons:

(i) traditions are based on religion which is again based on scriptures which is fixed.

(ii) Sharia laws

(iii) they are seen as an integral part of society. eg) Jallika[taite]

Social legislations in changing age, old practices:

(i) Women empowerment eg) women's entry in Kumbaili, Haj Ali Dargah by S.C.

(ii) legislations by personal religious boards eg) All India Muslim Law Board recently announced access to women to all masjids.

(iii) by bringing equality. eg) Madras H.C. ruled that temple priest need not necessarily be a Brahmin (secular function)

(i) brings in change in legal space. eg) criminalization of untouchability.

(ii) political will is shown. eg) clearer for UCC.

(iii) persuading and forcing people to using in a change. eg) equality to women

They aren't instrumental:
