Indian Polity, Governance and ConstitutionUnion and State government
- AHe can make statements only in the Rajya Sabha.
- BHe has to become a member of the Lok Sabha within six months.
- CHe will not be able to speak on the budget in the Lok Sabha
- DHe will not be able to vote in his favour in the event of a no-confidence motion
Explanation
Under Article 88 a Minister may speak and take part in the proceedings of either House, so a Rajya Sabha Prime Minister can speak in the Lok Sabha, including on the budget — ruling out (A) and (C). He need not join the Lok Sabha (B is false). But voting is confined to the House of which one is a member, and a no-confidence motion is voted on only in the Lok Sabha under Article 75(3). A Rajya Sabha PM therefore cannot vote in it, even in his own favour. Hence (D).
