Explanation

An annual precipitation of only ~15 cm rules out humid and tundra types; the pronounced winter anticyclone with a monsoon-like seasonal wind reversal, together with low summer temperatures polewards, describes the cold continental climate with dry winters — Köppen's Dw type of interior Siberia and Manchuria. The subtropical steppe is warmer and the tundra colder and drier, so neither fits. This climate dominates interior Siberia, where stations like Verkhoyansk record extreme winter cold.
