Explanation

The National Mission on Sustainable Habitat is an urban mission whose thematic areas include energy and green buildings, mobility and air quality, waste and water management, and urban planning with green cover and biodiversity. Rural planning is outside its scope — rural development falls under missions like the National Mission for Sustainable Agriculture or Rurban Mission. Hence option D is correct.
