Explanation
In the Performance Grading Index 2020-21 released by the Ministry of Education, the top grades (Level II) were attained by Kerala, Punjab, Chandigarh and a few others, while the NCT of Delhi scored lower (in the Level III/IV band) and did not figure among the top five. Kerala, Punjab and Chandigarh were all in the top five, so Delhi is the one that is not.
