Explanation
Ram Manohar Lohia propounded the ‘Four Pillar State’ (Chaukhamba Rajya) — a decentralised polity of village, district, province and centre with the district magistracy's dominance ended. It was his alternative to both capitalist and communist centralisation. Neither Nehru, Jayaprakash Narayan nor Karpoori Thakur authored this concept. Hence Ram Manohar Lohia.
