Explanation

The concept of Human Development — development as the expansion of people's choices and capabilities — was formulated by Pakistani economist Mahbub-ul-Haq, who created the Human Development Index for the UNDP's first Human Development Report (1990) with Amartya Sen's capability approach. Sen contributed the philosophical framework, but the concept and HDI are credited to ul-Haq. Hence Mahbub-ul-Haq.
