Explanation

Agra stands on the Yamuna, Bhagalpur on the Ganga, and Kanpur on the Ganga. Bhopal, by contrast, is built around its lakes (the Upper and Lower Lakes/Bhojtal) on the Malwa plateau and is not located on a river bank. Hence Bhopal is the city not on a river bank.
