Part III of the States Reorganisation Act, 1956 provided for the setting up of five Zonal Councils: Northern, Central, Eastern, Western and Southern. These are advisory bodies chaired by the Union Home Minister to promote cooperative federalism. The North-Eastern Council was created separately in 1971. Hence five.
