Explanation
The Saubhagya scheme (Pradhan Mantri Sahaj Bijli Har Ghar Yojana) was launched in October 2017. Eight states - including Kerala, Punjab and Himachal Pradesh - had already achieved more than 99% household electrification before its launch. Madhya Pradesh was not among those eight states. Hence option D is correct.
