Great was the horror to find instead a pair of sharp teeth inserted into his fingers. His exclamation of pain and surprise drew the attention of other passengers to him
Once the law in Delhi did not permit the people to

- Bboard a bus without ticket
- Ccarry dogs into a public vehicle

Explanation
The passage opens with the fact: 'it was forbidden by the law, at one time, to take a Dog into a public vehicle.' Option (a) says private vehicles, which is wrong, and (b) and (d) concern matters never mentioned in the passage. Hence (c) is correct.
