Explanation

The sentence introduces the widely told story of Galileo dropping cannon balls from the Leaning Tower of Pisa — a popular belief that may not be historically true. The idiom 'as legend says' introduces exactly such traditional, unverified accounts. 'As stories say' and 'as people say' are not standard idioms for this purpose. Hence 'as legend says' is correct, option (A).
