The Basel Convention regulates the transboundary movement of hazardous wastes and their disposal, the Rotterdam Convention covers hazardous chemicals and pesticides in international trade, and the Stockholm Convention targets persistent organic pollutants. All three are concerned with the management and control of hazardous chemicals and pollutants. They have nothing to do with prisoners' rights or the conservation of wetlands and rivers.
