Explanation
'Operation Sankalp' was launched by the Indian Navy in June 2019 in the Persian Gulf and the Gulf of Oman, following attacks on merchant vessels (including the Kokuka Courageous) in the Strait of Hormuz region. Its objective is to ensure the safe and secure passage of Indian-flagged merchant vessels transiting this strategically vital sea lane amid regional tensions. The Navy deploys warships for maritime security and escort duties in the area. It is not an Air Force or Army operation, and the Ministry of Home Affairs has no mandate over overseas maritime security. Hence option C.
