Explanation

Ulaanbaatar (Mongolia) lies deep in the continental interior at high latitude, giving it bitterly cold winters and warm summers, i.e. the largest annual range of temperature. Kuala Lumpur is equatorial with almost no seasonal variation, Shanghai is moderated by the coast, and New Delhi, though continental, is at a lower latitude. Continentality plus high latitude makes Ulaanbaatar the extreme case.
