The term 'Congress System' was coined by the political scientist Rajni Kothari in 1964 to describe the Congress party's dominant, umbrella-like role in Indian politics. It was not coined by D.L. Seth, James Manor or Christophe Jaffrelot. Hence Rajni Kothari is the answer.
