Explanation

The Home Rule Movement worked through constitutional methods: discussion groups, reading rooms, libraries and the sale of pamphlets, and it was organized as two separate leagues by Tilak and Annie Besant. Boycott and picketing were agitational methods it deliberately avoided. Hence boycott and picketing was not a feature of the movement.
