- Asubstitute the National Development Council
- Bstrengthen the federal provisions of the Constitution
- Cbe an institutional interface between the Judiciary and the Government
- Dprovide membership to local customary bodies
Explanation
The Inter-State Council was set up in 1990 under Article 263 on the Sarkaria Commission's recommendation. Its mandate is to inquire into and advise on disputes between states and between the Centre and states, and to discuss subjects of common interest. It was therefore designed to strengthen cooperative federalism, not to substitute the National Development Council or to interface with the judiciary. Membership is drawn from the Prime Minister, Chief Ministers and central ministers, not local customary bodies. Hence it was meant to strengthen the federal provisions of the Constitution.
